In October 1962, U-2 aerial surveillance photos reveal Soviet Union missile launchers installed in nearby Cuba. President Kennedy is determined to find a way to remove the launchers while avoiding a conflict. For thirteen days, President Kennedy huddles with his brother, Attorney General Robert Kennedy, Secretary of Defense Robert McNamara, Secretary of State Dean Rusk, and General Maxwell Taylor, Chairman of the Joint Chiefs of State. Many options are heatedly discussed, including an air strike to destroy missile launchers followed by a land invasion. The level-headed president opts for a quarantine. He announces the convoy of Soviet ships heading for Cuba will be stopped and searched. As the Soviet ships draw closer to Cuba with each passing day, the world holds its breath. We know the outcome but viewers still feel the stress. This could have triggered World War III.

The movie’s taut, flat style is appropriate for a story that is more about facts and speculation than about action. I call THIRTEEN DAYS a thriller, even though the outcome is known, because it plays like one.
